From August 27 to the mid-September 2013, the Ministry of Social Policy of the Autonomic Republic of Crimea conducted a Web-conference on Draft 2014 – 2017 Program for Social Protection and Employment of Population in Crimea. Everybody could send to the Ministry by e-mail his or her suggestions on this topic. IDEA Center in Simferopol affiliated with a local NGO ‘Hand of help’ supported this discussion within IDEA Project Powered by Microsoft YouthSpark.
About 60 project beneficiaries took part in the discussion, and it resulted in sending a letter to the Ministry that contained a summary of their proposals. The following priorities were suggested:
• Carrying out vacancies fairs at concrete business sites.
• Provision of information support to job seekers (publication of bulletins containing vacancies; informing about vacancies’ fairs etc.).
• Creation of a telephone consultancy service and clubs for the unemployed. The main tasks of these services should be assisting job seekers in job matching, getting necessary employability skills, moderating the psychological stress, and acquiring the minimum legal base knowledge.
• Organization of a ‘business-incubator’ for venture start-ups that can help developing necessary entrepreneurship skills.
• Establishing a municipal professional orientation service for school and college graduates to help them with employment. Such service could include experts from trade unions, education departments, and employers.
• Organization of public works that do not require a preliminary professional training organized for temporary employment of job seekers.
