PH International is the primary implementer of the English Access Microscholarship Program (ACCESS program) since September 2015. ACCESS program is supported by the U.S. Embassy in Ukraine and aims to make the study of English language more accessible to economically disadvantaged youth. In addition, while working on their language skills, the participants will become familiar with aspects of US culture and thus develop a deeper understanding of current issues in North American society. A greater sensitivity to cultural differences, coupled with the acquired language skills, will enable the participants to take advantage of opportunities that had previously been unavailable to them.

13-15 year old non-elite students study English for a period of two years.  Each student receives at least 360 hours of English language instructions, enhancement activities, and intensive summer programs. ACCESS program run with PH International participation has worked in 18 locations, including: a) 2015 - 2017 (166 youth): Kharkiv, Odesa, Poltava, Vinnytsya, Tokmak, and Chernihivka (Zaporizhzhya Oblast); 2016 - 2018 (120 youth): Odesa, Poltava, Mykolayiv, Zaporizhzhya, Slovyansk, and Kramatorsk; 2017 - 2019 (265 youth): Slovyansk, Severodonetsk, Starobilsk, Kyiv, Kharkiv, Mariupol, Berdiansk, Bakhmut, Dnipro, Zhytomyr, Odesa, Mykolayiv, and Zaporizhzhya.
