Beginning in 1998, Project Harmony began addressing the issue of Women's Leadership in countries across the former Soviet Union. These programs spanned countries and a variety of settings, from rural to urban, but all aimed for one outcome: to increase the capacity of women to engage in civil society and government and to become a voice for women's issues in their communities, regions, and nation.
From 1998-2000, Women's Leadership Programs took place in Baikal in Russia. This program expanded into Volgograd, also in Russia, and then into five communities in Azerbaijan. Overall, from 1998-2005 the total number of women trained in the program included:
500+ women trained in civic participation training of trainers
260 women trained in women's leadership institutes
140 women received online discussion facilitation trainings
53 women participated in exchanges to the US
