Director of Program & Fund Development

PH International (Project Harmony, Inc.) is seeking a member of the Senior Management Team to lead U.S. and field-based teams in designing and developing new programs and the funding, proposals, and communications to support them. The Director of Program and Fund Development will be based in the Waitsfield, Vermont office on a hybrid work schedule, and will work closely with staff in our field offices and funding partners in other countries to coordinate these efforts. The DPFD will be a dynamic and creative individual with excellent technical writing and communication skills. A solid understanding of program development, implementation, and cross-cultural considerations is essential. Experience with USG funding, compliance, OMB requirements, and budget development is also essential. Working in a fast-paced, deadline-oriented environment, the DPFD will have opportunities to lead and learn about new technologies and best practices at the cutting edge of citizen engagement, exchange programming, civic education, youth-oriented programs, cross-border initiatives, legal education, and educational reform.

Position Responsibilities:

Research

  • Monitor funding/grant databases for new opportunities
  • Research and communicate with foundations, corporations, and individuals for potential funding opportunities
  • Research and evaluate general prospects for public and private grant sources for restricted and unrestricted funding
  • Identify potential sources of funding for needs identified by staff
  • Research potential private sector partners and other institutional partners in support of project ideas
  • Research and quickly analyze the history, best practices, key partners, etc. of concepts and program ideas for proposals

Program and Proposal Development

  • Overall leadership on proposal submissions (U.S. Department of State, USAID, foundations) within the framework of the organization’s strategic plan and mission and the experience and interest of field-based teams
  • Coordinate and lead program design in response to specific funding opportunities working with the Executive Director and the program team
  • Support staff in the identification of needed partners
  • Coordinate contributions of staff and other partners
  • Prepare prospective program budgets as part of the proposal process/review drafts of budgets
  • “Package” and submit proposal contents to meet donor requirements
  • Work closely with overseas staff in early stages of program start-up
  • Oversee and support staff in applying for grant revisions or renewals
  • Lead the development of strategic concept papers for private sector and other initiatives
  • Facilitate collaborative development processes across diverse geographic areas

Senior Management

  • As a member of the Senior Management Team, work closely with the Finance Director and Executive Director on strategic planning
  • Develop funding source relationships and professional networks, in cooperation with the Executive Director
  • Assist the Executive Director with implementation of public relations and fund raising objectives

Communications and Marketing

  • Lead organizational communication efforts
  • Oversee the work of the Development & Communications Manager ensuring ph-int.org and social media sites are up to date
  • Be knowledgeable about web tools for PR and fundraising, i.e., MailChimp
  • Understand and be prepared to present institutional history and programs to donors and other interested organizations/individuals
  • Lead strategic direction of program outreach, websites, social media, etc., to further illustrate PH's institutional capacity and bring in new donors
  • Oversee the development of newsletters and other ongoing presentations of PH achievements to keep the organization “present” in the eyes of supporters and donors
  • Prepare thank you letters for individual gifts

Data Management

  • Track statistics relevant to development activities
  • Write/oversee a development report quarterly for the Board of Directors and staff
  • Track and maintain a disaggregated list of individual giving donations by fiscal year
  • Ensure that the digital records of all proposals are thorough and organized

Staff Development

  • Keep the digital Toolbox for Development up to date as a resource for staff
  • Identify and monitor relevant development sections of the standard Operations Manual and HR Manual as necessary
  • Supervise home office development team staff (Associate Director of Program & Fund Development and the Development & Communications Manager)
  • Lead regular performance reviews of development staff

Qualifications:

  • Minimum ten years of experience in proposal writing and management, program and institutional development, and communications 
  • Demonstrated success in writing winning proposals and proven track record in fundraising
  • Is a skilled communicator with capacity to develop and articulate a vision of PH International programs and organizational development
  • Experience with international donors, including USAID, State Department, and private foundations. 
  • Experience with private sector is a plus as is an established network of foundation contacts
  • Experience living and working abroad is a plus
  • Strong research skills and ability to process and organize complex amounts of information
  • Prior experience in fundraising and individual giving (including planned giving) is a plus
  • Solid experience in outcomes-based planning, monitoring, and evaluation
  • Comfortable and competent in working with Excel in designing complex budgets
  • Proficiency in Word and MS Teams online collaboration tools
  • Personal and institutional networking skills a plus
  • Ability to work independently
  • Clear and persuasive writing skills, excellent English, and the ability to edit other’s work
  • Ability to lead culturally diverse and geographically disparate teams
  • Creativity and flexibility in a dynamically changing and deadline-driven work environment
  • Solid organizational and administrative skills with strong attention to detail
  • Willingness to travel overseas one to two times a year for field office visits
  • Advanced degree in a related area
  • U.S. citizenship/permanent residency (position will be based in Vermont)

Salary

$95K commensurate with experience. This is a hybrid position with current in-office workdays on Tuesdays and Thursdays.
